SENATE CONCURRENT RESOLUTION NO. 61
(By Senators Love, Caldwell, Burnette, Mitchell, Rowe, Ross,
Redd, Facemyer, Sprouse, Minear, Sharpe, Minard, Edgell, Helmick,
McCabe, Unger, Anderson, Prezioso, Bowman, Plymale, Snyder,
Fanning, Kessler, Jackson and Tomblin, Mr. President)
Proposing an environmental and recreational partnership to advance
the interests of West Virginia.

Whereas, The Hummer Club, Inc., has offered to partner with
the State of West Virginia for purposes of environmental
educational and outdoor recreational opportunities; and

Whereas, The Division of Environmental Protection is desirous
of using all available resources to protect and restore West
Virginia's environment in concert with the needs of present and
future generations; and

Whereas, The Bureau of Commerce/Division of Tourism is working
to cultivate a world-class travel and tourism industry and promote
a positive state image; and

Whereas, The aforementioned groups have committed to:

(1) Establishing an off-road vehicle training and recreational
area which utilizes established environmental conservation
practices for land disturbances; and

(2) Developing an environmental education complex for the
furtherance of sound environmental practices and for fostering
environmental stewardship; and

(3) Utilizing the valuable human resources existent in
citizens, landowners, agencies and other organizations seeking the
common goal of environmental stewardship, land and water
restoration and economic opportunities through public recreation;
therefore, be it

Resolved by the Legislature of West Virginia:

That the Legislature hereby proposes that the State of West
Virginia enter into an environmental and recreational partnership
to advance the interests of West Virginia; and, be it

Further Resolved, That the Clerk of the Senate forward a copy
of this resolution to each member of the Hummer Club, Inc., the
Director of the Division of Environmental Protection and the
Director of the Bureau of Commerce.
